Estos grupos servir\u00e1n como herramientas comunitarias para el trabajo conjunto entre la sociedad civil y la fuerza p\u00fablica. La estrategia es liderada por la Polic\u00eda y la Secretar\u00eda de Seguridad Ciudadana de Norte de Santander para mejorar la convivencia en zonas urbanas y rurales.
